I've seen one of these in Canada. It's actually a boat "lift." Not sure where this one is but by the looks of the boat which is a typical European canal boat, I would guess England or France.

You got it! And Greydog, you are correct that it is just outside Luray, but not off of Skyline. I LOVE LURAY, the surrounding towns and attractions. My 9 year old thinks it's better then Disney! Me, my husband and daughter venture for a long weekend in October every year.
