Not sure about 'cop', but I believe that the trucker's term 'bear' for police comes from the wide brimmed hats worn by state troopers, as they were also worn by Smokey the Bear, the fellow pictured over under my name on the left of this screen.

The popular explanation is that cop is short for "copper" which came from the fact most original badges were made of copper.   But there is also the belief that it comes from the verb cop, which means "to snatch or grab,"  which is of course what they do to criminals.
