Sometimes when someone is the new neighbor on the block, they should attempt to completely appraise themselves of a bothersome situation, attempt to confront the situation in a calm and helpful manner to achieve resolution.  If this fails and they have also not been able to enlist neighbor support, then take the steps for PORA and Health Department support. 

Now, I am not there, have not met you and am personally unaware of your specific situation, but I feel by reading your post, you are not only disturbed over this situation, but have also not spoken directly to your "problem" neighbor, other then attempting to glean support for your problem from other possibly supportive people living in the area.  Maybe the "offending" neighbor needs a helpful solution from you and other neighbors, rather then escalating the situation and creating possible hard feelings.

Maybe the property has just gotten beyond them.  Sometimes we go into a situation and then it changes, for whatever reason.  We find ourselves sinking and need help, but just will not ask for it.  A helping hand and friendly neighbors just might help cleanup all the problems.

What would happen if the people involved and concerned just went over, picked up the fruit and threw it away?

What are you ranting about? Did you talk to your neighbors about the fruit? Are they able to pick up the fruit? Who is your niece? I thought this was your property. Did your niece have weeds? Did she pick them or get someone to pick them? Or did she leave them for PORA to clean up?

PORA not responsive
I am very disappointed with PORA.
I went there three times to file a complaint about the weeds and tons of fruit on the ground with a big rats’ next at the house next to mine. Now we have had a problem with the rats. The houses on both sides of mine have rats’ nests.
How can you fine my niece for weeds and not even come out and investigate this?
I was under the impression the HOAs and CC&Rs were cleaning up problems like this and billing the homeowners. Why do I have to pay you for membership when you won’t do anything about this? I don’t see any reason to pay you any longer.
