Well Winterguy looks like your good to go. I however see a big can of worms being opened here. The reason is can you just see all the half walls going up in backyards every where ? They would be a bigger eye sore than sheds.

You are right Winterguy, i did say partial walls are fine. The objective is that the offending structure be hidden from view. Our attorneys have told us compliance officers shouldn't be peering over walls to see if there are violations. Our belief has always been that common sense and honest, open communication were the best route to keep Sun City looking good: Hence the two issuess of the magazine we did.

Winterguy i hope your right but i think Bill means a wall around the property line not just a block structure to hide things behind. Yes i have driven around Youngtown and its real bad but i have also seen unkempt lots full of weeds and need repairs. I have also seen some sheds that look like poo all in Sun City. Now as for SCHOA they are to busy fighting among themselves to get anything done. They keep putting things aside.Until they get their stuff together or get a new board i will not join and encourage others who a fed up with them do the same or not renew their membership. Sorry if my English is bad but have been told by the gods it sucks

Well said SunCityWestBill.

If every resident would get involved and join SCHOA it would be much better for all concerned.  Surely $1 per month won't bankrupt a couple and could do so much to strengthen the organization.

I wish everyone who is complaining about SCHOA's attempts to keep our community looking good would get in a car and drive around Youngtown for awhile.  Take a really good look at all of those beautiful storage sheds and the other trash in the yards.  Then drive across the street to Sun City.  See if you notice a difference.  When I did that I had nothing but praise for SCHOA and all of the residents who are trying to keep Sun City a nice place to live.

The current CC&Rs are obviously adequate to keep our community looking good.  But, they do have to be enforced when things get out of hand.  There are ways to get around the CC&Rs and still be in compliance.  I think Bill Pearson stated some of these very clearly in other postings in this forum.  If I understood him correctly, he said I can have a storage shed if I put up a wall or fence that will hide it from view.  That doesn't sound too hard to do.  I didn't interpret that to mean the whole yard must be fenced.  Perhaps just a small fenced in area that could contain a shed, wash line, etc.  I put up a fence to hide my wash line, wheelbarrow and other things I figure my neighbors don't want to look at.  It is about 12 x 16 and looks very nice.

Just some food for thought.

I can understand where there might be changes and people would not like to accept them.

The CC&R's are there to keep some element of structure and guidance.  The Maricopa County Codes supersede or at least parallel the CC&R's.  I called them and asked who I was to talk to about putting in a swimming pool in Sun City, as to property lines and appropriate Codes.  Maricopa County first, than Sun City CC&R's.  So if a garage is going in, I would imagine for a structure that size the Maricopa Codes would have to be followed AND the CC&R's.

Generally, I am surprised with a HOA Fee of very little, why so many people do not belong and keep attentive to what is going on.  There appears, and this has nothing to do with the posters concerning this topic, generally there is a considerable amount of complaining within these Forums.  It would seem a lot do not or will not join in the HOA, but stand on the sidelines and complain.  Maybe the HOA needs more resident participation and the guidance as to the will of the people.

Sun City residents and Sun City Home Owners Association officials appear to be facing the same frustration regarding sheds and garages in the community.
Residents, like Rita Hick, believe standards are not applied equitably throughout the community. She claims while some homeowners are told to remove sheds on their property, others are allowed to construct large detached garages. Resident Mary Vimont agrees.
“The distressing part to me is that when Sun City was built it was understood that most people would be living here only part of the year,” Ms. Vimont said. “Now more people are living here year-round and they need more storage.”
SCHOA compliance officials believe they are caught between a rock and hard place because Maricopa County issues building permits for garages without requiring they conform to Sun City covenants, conditions and restrictions, according to Tom Beeson, SCHOA Board member and compliance committee chairman.
“We don’t know what to do about some of these garages,” Mr. Beeson said.
He beleieves part of the problem is that county clerks who issue permits are not familiar with Sun City CC&Rs, so restrictions are not addressed in permits issued.
Phone calls to the Maricopa County planning and zoning department for comment were not returned.
Some board members tried to address the garage and shed issues as part of the clarifications, which were defeated earlier this year, according to Mr. Beeson. Sun City CC&Rs amended in 1998 state no detached buildings are allowed and any secondary buildings attached to homes must be made of the same material as the home and must have the same roof line and appearance as the home. While the CC&Rs prohibit detached buildings, detached garages or carports are allowed but must be located in the rear half of the lot.
In one proposed clarification, detached garages and carports were defined as large enough to park at least one standard size, licensed, passenger vehicle and the it must have a concrete driveway from the street to the structure. Another proposed clarification spelled out the requirements for sheds — they be attached to the home and of the same material and appearance.
Ms. Hick believes the issue needs to be addressed by the SCHOA board to accommodate everyone in the community. She claims garages are allowed on corner lots, but not on lots between corners. However, Mr. Beeson said constructed garages are not limited to corner lots.
Leveling the playing field regarding sheds and garages is important for the community’s future, Ms. Hick said.
“I don’t think the majority already here want or need a shed,” she said. “But the new people moving in may want grass and may need that extra storage space.”
Ms. Vimont said it is unfair to have a neighbor allowed to have a large detached building while someone right next door is written up for a setback violation.
“That violates my sense of decency,” she said. “When people are older, not wealthy or circumstances have changed making it difficult for them to live comfortably, why can’t we look at some changes?”
Mr. Beeson agrees a compromise needs to be found, but said HOA officials have talked to county officials in the past and found no middle ground.
“As it stands now, they issue the permits and we are stuck with it,” Mr. Beeson said.
Ms. Hick believes county officials should stop issues permits for garages in Sun City until the issue is settled.. But she believes the focus of the problem is the SCHOA board rather than Maricopa County.
“There needs to be some compromise here and I don’t see that from the board,” she said. “There is a way to compromise on this, but they need to work at it.”
