This will be the last post until after the election. I did the same thing for the Primary. It is important that you look at all of the issues surrounding the 5th District, and not pay attention to the rhetoric shown here in these blogs. Many of these blogs more than likely come from the same person, but they are all the same. They tend to inflame the situation and do not stick to the issues. I have posted a number of times my position on the issues and why I think I am a better candidate than my opponent. If you want continued development, schools, roads, and emergency services lagging behind infrastructure. If you want prperty taxes to incresae just to pay for that infrastructure. If you want developments out in the more rural areas of our County, then by all means, vote for Mr. Edmanson on November 4th. If these things bother you, and you want to change how Levy Court and the 5th District Commissioner represents you, vote for George Sweeney on November 4th.
It has been great posting and sparring with all of you. I am glad that you are all so invovled in the political process that you participate in the newest of Town Meetings in the forums. I will post again after the election. When I win, I will post to say thank you, then sign off to provide a better method of communications to the constituents in the District.

| Coirrect me if i'm wrong but, that's the OLD Burke Equipment property isn't it? If so, Mr. Babbit SOLD that to Mr. Fifer and he then sold it to Mr. Zimmerman. So he doesn't owe any taxes. I would think that your energy needs to be channeled toward Mr. Zimmerman.

The qualifications for Town Councilman at the time of his/her election shall be as follows:
a. A bona fide resident of the United States and the State of Delaware and a resident of the Town for at least one (1) year next preceding the Annual Municipal Election; and

c. Be non-delinquent in his/her uncontested Town taxes.
d. Each of the qualification for Town Councilman shall be continuing qualification to hold office and the failure of any of the Town Councilmen to have any of the qualifications required by this Section during his/her term of office shall create a vacancy in the office.
e. The Mayor and Council, by majority vote of its disinterested members, shall be the sole and final judge of the qualifications of its members, and shall interpret and apply the standards set forth in this Charter.

I admit, that when Jeanine ran, I was not too much into the scene. I wish now that I had been more involved. I have knocked on nearly 1,500 doors, and had my first bad experience tonight. A man opened the door, and before I even told him who I was, said, that he knew who I was, that he knew I was a liberal and believed in same sex marriage, and that I should not even waste my time. He told me that my opponent told him of my personal views. In no way have I ever spoken with ANYONE about my personal views, so the lies have started. My opponent knows that he cannot run on his voting record, so the ONLY thing he has is the difference between the national party values, which have NOTHING to do with Levy Court.
I will be at the forefront of the comments at the Camden Town Meeting to discuss the annexation of the Abbott Farm. I oppose the annexation, but pragmatically know that it will be annexed. I oppose the zoning but know the town is at risk if they attempt to lower the zoning. i oppose the eventual development plan for the land, but know that it will be awhile before it comes to the Camden Town Planning Committee and Council. When it does, I will be there, and my opponent will be where he usually is, nowhere to be found.
The gentleman who accused me of being a "liberal" also said that my opponent was NOT in favor of the annexation, but in fact my opponent stood in front of the Camden Town Council in November, 2007 and stated for the whole room that he was in favor of the annexation and that Farmer's Property Rights should be considered so that they could donate land, like the land donated to "his" church, which he has been a member of for less than 10 years, while I have been a member of the same church for more than 30.
It is going to get fun.....

Jody,
During the Mooney administration, the Town of Camden has multiplied its budget way out of proportion to its population increase. Only about half of the town's huge budget now comes from taxes. Consequently, the town depends heavily on developer fees in order to pay its inflated bills.
If the town were to slow down development as you suggest, it would have to cut at least half of its bloated payroll, including police officers. Unfortunately, Mooney and his friends aim to increase their empire, not decrease it.
Unfortunately, no one works to support reform candidates, and no one speaks up at meetings unless their own neighborhoods are threatened. Even the bloggers sat back and let Jeanine Kleimo twist in the wind as Mooney's friends tore her to shreds, not once, but twice, with their lies. If people were to support strong reform candidates for mayor and council, and if people were to fight for less spending and sensible development everywhere in Camden, they could stop this madness.

I will call next week after you settle back into a routine.
I have been handing out a card with each of my info pieces to remind people of the new "move over" law. Joe Zeroles of the Fire Police gave me about 1,500 of them and I have only a few left.
I would hope that, knowing the plan for the next 20 years to focus development in the growth zone, that the town would want to SLOWLY develop the land. A zoning of R-5 is really high.

| Kent, no I am not kidding you. If you stop into any volunteer fire house in this nation, everyone is looking for volunteers. The reason for this is some stay and some go. Some days it does look a little scarce on a fire scene, but we have never failed to respond to a call in a timely manner. There have been many fires when we have members standing around the station because all the trucks are out and full. As far as the traffic, yes it gets bad, but have you ever driven down 13 at 5 o'clock on a weekday? We deal with this all the time. In our business seconds do count, but as long as the public is taught to respect emergency vehicles and the "move over law" we really do not have an issue with traffic. We are fortunate to have communities around us that have citizens who respect emergency vehicles and move out of the way. As far as some of the idiots the travel the highway, you can't win every battle.

We did stop going to what is dispatched as electrical hazards. This is when someone calls 911 because of an electrical wire down or sagging. We can not do anything about the problem, that is all on the electrical company. If it is a wire on a vehicle or endangering life or property, then we are dispatched and do respond. We also do not run a rescue on cardiac arrest unless requested by the ambulance. The line officers are looking at ways to save fuel consumption and cut the liability on running a half a million dollar fire truck down the street as much.
As far as more then one call in the district, it happened recently. The Sunday a couple weeks ago we had a severe thunderstorm come through the area. We were dispatched to Rockland Hills for a house fire and 3 minutes later to Probst Lane for a building fire. One engine went to Rockland Hills and the next engine went to Propst Lane. There was no time difference in our response. The first engine deemed Rockland Hills and automatic alarm and responded to Propst Lane to assist with fire suppression on a small out building that had been struck by lightning. As operations were ongoing there, we had another building fire on the highway that the crew from the rescue handled. If there are more calls in our district then we can handle, we have a mutual aid agreement with our neighboring companies for them to come help out. When we got back to the station from those alarms, we had a fire on Pine Street and requested Dover to respond with a ladder truck. This is what makes the fire companies here great, when you call for them they come. Even if you are calling as a fire company for a specialized piece from a neighboring company.

We were given an enclosed trailer by the town of Camden last year. We had it painted and now are looking at stocking it with something that will help out our own community, county and state. What happens when you don't have enough firefighters to cover your areas? I can't help but notice that your sign in the front of the station reads "VOLUNTEERS NEEDED" I also can't understand the comment that it wont have a bearing on the response time. Haven't you noticed the amount of traffic in the downtown historical area? It takes forever to move thru the lights now. Just watch what happens when you add another 1000 homes to it. The growth is getting to be too much and it needs to be controlled. Also add the amount of traffic from the 1000 cars and you still say it has no bearing on response time? You gotta be kidding!

I am not sure who you are in the CWFC, ENG. I have been talking with Glenn Neese from the company and have offered my services to assist with Grant Writing. I guess when there is an application for a grant, there is an abstract along with the question and ansers. I have written a couple of papers for funding that DelDOT obtained from Federal Highways for Computer Projects and might be able to help. Glenn said he would have his son, Chip, give me a call. I have not heard from him, unless you are him 
Can you help? I would like to do what I can.

| ENG, Didn't the CWFC just fdrop a large percentage of calls? They will no longer respond to accidents on Rt 13 and some other calls? Why would they have to do that? Is it economic? I know CWFC is very good at what they do, but if the reason for no longer responding to those types of calls is economic, we need to find a way to get them more money. The other question is, what happens if there are two calls at the same time, a house fire in Rockland Hills, and a injury accident at Rt 10 and State St? No common, but possible, and with the more developments going in, especially high density developments, the likelihood is possible.

| Jody, I do understand what you are saying and the platform you hold. But I do have to say that no matter what gets annexed, emergency services will not be hindered. The Camden-Wyoming Fire Company covers both towns and county land within our fire district. It does not matter where you live in the fire district, you get the same response and assistance in your time of need. Also the Kent County Paramedics are teh same way. Whether you are in town limits or not, if you need them, they are there. The only diffrence I can see is with Police protection. From my expierance, town cops are quicker to get to a scene then DSP only due to the fact the Troop 3 only has a certain number of officers on duty to cover the majority of Kent County. I personally live in town limits at the time and niether for nor against the annexation at this time. I do want to let everyone know as being a member of the Camden-Wyoming Fire Company, that fire and EMS services will not change due to annexation.

From what I read in the newspaper this morning it seems obvious that either Camden or Wyoming are going to annex it. Either way it will be developed and there will be an increase in traffic and all the other issues Mr. Malley talks about. So what's the opposition to Camden annexing it? It may cost some money initially for the infrastructure but the property tax revenue should cover that I would think. And it seems that the infrastructure could be paid for up front by the developer. Bottom line, it will be developed, whether in Camden, Wyoming or the county. Why not give Camden the property and the revenue that comes with it?
LLC. I have lived on Moose Lodge Rd for 23 years. My wife's family used to own most of the farmland from the Abbott farm to Jenkins airport, so she has been around here a lot longer than that. When I moved here, the road was stone chip and I could count on one hand the number of cars that would go by in a DAY! Now, I get that in a few minutes.
I was at this meeting and most since 2006. I agree the land is going to be annexed by someone. It is contiguous to Camden and Wyoming, and both Councils say that if they don't annex it, the other will. I also know that it will be developed. Annexation into the municipal limits is a developers dream. It takes the COUNTY out of the picture, meaning no Adequate Public Facilities Ordinances (Streets, Emergency Services, Roads, and water and sewer). As a candidate for Levy Court, it irritates me that this can happen. No matter what the County tries to do to make things better, little towns can ruin it all.
I have many statistics about how the development of this property in the manner suggested is going to affect the local environment, economy, and our lives. Can we attend the meeting and try to control how the land is developed? you better believe we can! They better start looking at a new place to hold the meeting. Maybe the CR Auditorium is open.
On a side note. I am running for Levy Court to make sure this type of development is controlled. Why not start in my own backyard? My opponent, who has the worst voting record of any sitting Commissioner to allow these types of high density communities and in allowing developments to bypass the APFO's, stood in front of a large crowd at the CW Firehouse and stated that he thought the plan was a good plan and that Town Council was doing a fine job.

Annexation draws crowd in Camden
Council tables action on proposal for 170 acres

CAMDEN — More than 100 Camden residents concerned with town council’s plan to annex 170.5 acres attended council’s meeting at the Camden Wyoming Fire Co. station Monday night.
Council originally planned to annex 55 percent of the 310-acre Savannah Farms property owned by Maryland resident John Dixon. The tract is along Del. 10 just past Moose Lodge Road.
However, due to the overwhelming number of people troubled by the plan, council decided to table the decision and instead scheduled a public hearing on the matter for Sept. 8.
Repeated phone calls to Mr. Dixon in Maryland were not returned Tuesday.
In a Wyoming Town Council meeting in May, 45 percent of the property was annexed into the town.
Wyoming Mayor Dale Rife said the land will be developed into a 55-plus community.
"I know 90 percent of people would like to see it remain as farmland, and I would, too, but the truth is that development is going to happen," she said.
"You can’t stop it. All you can do is make sure it’s done right."
Camden Mayor Robert Mooney said Tuesday that he wants to annex the other 55 percent of the 310 acres into Camden for the development of more than 1,000 homes, a number of businesses and a middle school.
"If we abandon the annexation, then, Wyoming will step up and do it, and I do not want Wyoming to be in the forefront," he said.
"Development is beneficial when developed in a way that it can be another quality-of-life community for Camden."
Richard Maly, a resident of the Barclay Farms development on Del. 10 in Camden, saw the agenda before Monday’s session and posted a flyer in his neighborhood clubhouse to inform others of council’s plan and to encourage them to attend the meeting.
Mr. Maly is also vice president of the town planning commission.
"I am not speaking as an elected official," he said. "I am speaking as a resident of the town. Because of the size of this development, I felt the people needed to be aware.
"They should have an opportunity to express opinions to our elected officials."
Mr. Maly said Savannah Farms is about 500 feet from his neighborhood.
A letter dated March 19, 2008, to Mayor Mooney from state planner David Edgell says upon the annexation of Savannah Farms into Camden, it is anticipated to be developed into 1,543 residential homes, 141,000 square feet of commercial space and 20 acres dedicated for school use.
Camden’s annexation committee filed a report with the town on Aug. 2, 2007, concerning the Savannah Farms property.
The report states that the annexation would cost taxpayers annually an additional $18,000 in street-lighting expenditures, $10,000 in street maintenance, $3,000 in administration costs and $30,000 in police protection.
"Some of the personal concerns I have is with the water supply. This will double the number of the Sewer and Water Authority customers. I would hate to turn on my faucet and find out I only have dribbles of water," Mr. Maly said.
"It will also be an awful lot of additional traffic, especially on (Del. 10). I am also concerned about the emergency personnel being able to get everywhere. What is the effect on fire, police and emergency medical personnel, and how is that going to be handled?"
He said the annexation of Savannah Farms means the town would double in size.
Mr. Maly said residents should be included in the decision because it impacts them in a big way.
"They want information. They want to understand, and they want all these issues to be addressed and explained," he said.
Council has not determined a time or place for the Sept. 8 public hearing. However, that information will be posted in the near future on Camden’s Web site at http://www.townofcamden.com. A notice will also be published in the Delaware State News.

I attended the Camden Town Meeting tonight. If you follow this thread and have questions concerning the annexation of land between the Northern and Suffolk railroad and Moose Lodge rd, you MUST attend the next Camden Town Council meeting on Monday, September 8, 2008. I have requested a meeting with Mayor Bob Mooney and will reserve any comments until after my personal meeting.
Point of fact: The meeting is simply about the annexation of acreage between the railroad and Moose Lodge Rd and nothing else. Further development issues will be discussed at a later date.

I stood up and said my piece about Camden's Comprehensive Plan. I will be a 5th District Candidate, representing the 5th District Levy Court, but not only at the county level, but also at the town level, and the State level.

I wonder everytime the Camden-Wyoming fire alarm goes off and Harold Scott Jr. is on the Camden payroll to respond to an alarm out of town, do they deduct the time from his paycheck or are the taxpayers paying him? How about each town meeting do we need two police officers, Harold Jr. & Mr. Maly to show up for the meeting and are they getting paid for their showing?
Just what are we paying for? I see the proposed budget shows $97,000 for the Mayor and council. What about the rest of the scammers? The state is paying dearly for their croonies and I'm sure SCamden is not the exception! Still no 2007 budget posted in the town website

Are they looking to mislead, that is a Fed website?
We are all ears how do you justify the Camden Police department?
Have the numbers or the formula changed that much? It was the Camden Council that voted for R-5 in Camden and further modified it to entice builders to build in Camden. Those past council meeting minutes have been left off the new town website.
Let's look nationally at the numbers:

We have over one+ police officers for each 200 residents. Looks like a reasonable number is 2.5 per 1,000 residents. No wonder Mooney never got promoted while working for the Delaware State Police!
I have heard that one of the Camden police Chiefs compared us to the Delaware River and Bay Authority at a town meeting to justify why we had so many on the force. Last time I checked we were not collecting tolls for driving through Camden. Nor, did we have landing fees like New Castle Airport or a % tax to each business at the airport.
It looks like an easy tax cut to me!

My family has been here for generations (since the 1920's) in the same house. They have seen the farms developed, the school district created and grow, the creation of what is now Rt. 13, and the overall change in attitude of those who have lived in this town for almost as long. This mayor and council are not the first to fail us, but they probably take top spot for their greed and irresponsibility.
Did you know that the police force is not on duty at night? You have to call the Harrington dispatcher and hope they bother to come. Do you know what the police do during the day? They get sent out by the town to check on people's yards because nosy neighbors like to spread tall tales at the council meetings. Does the town encourage communication between neighbors and mediation before they get the police involved? No, they just send out the police force to check out every little complaint, whether it is valid or not. They are encouraging Stalinistic era reporting on neighbors that doesn't require there be any legitimate proof of wrongdoing. Are we all paying for this nonsense? Yes, but we keep allowing people to use the council in this manner and waste police manhours checking on nonsense that could much better be handled by telling people to actually try talking to their neighbors first. Is this the type of neighborhood you want to live in?
And now they want to increase taxes. They can't handle the growth they have now, so they want us to pay for it. The infrastructure is inadequate, the police force is too small with inadequate hours, the traffic is horrible, rowdy groups of people hang out in the streets at night, there were people fighting in the streets after school there for a while that would block traffic on Old Camden Road, houses being torn down to build more businesses, misuse of funds, charging people for businesses and services they don't have or use, and a water and sewer authority that is corrupt and incompetent. And these are just a few of the things plaguing this town. They need to be checked now before they go any further. They are playing games with our town, our homes, our lives. Only the good old boys who are in the club get what they want and they create grief for the rest of us.

Well what kind of money is Mooney and his council, and other town employees collecting evertime the have a town related meeting? We as taxpayers are paying for his mileage everywhere he goes and excursions for so called "training" in places like New Orleans! How much more can we tolerate? We see what they get paid in Felton why aren't the books open in Camden? The town has a new website that we paid for but no new entries for the budget and other things that the public should know.

I'm back but, It will be a week or so before I get my spotlight out and a large can of raid. I heard the cockroaches have been festering. In my humble words I think it's going to get ugly in Camden as Mooney and his clones keep spending without the tax revenues inbound and the flow of DE state money vanishing. Kent county also has to step and keep Camden is check.

Good thing we have Robert Mooney as Mayor to usher in more high denisty R-5 townhomes with variances to build them closer to the street. Lets see what brave bank will finance the mess going up behind Lowes. Of course no one wouild think of going to Magnolia and getting one that has 1/2 the real estate taxes and 1/2 the water and sewer bills. Who would your trust more a Kent County home inspector or the Camden Code enforcer or possibly one of Camden's finest councilmen?

I took some of this from another forum which had items from Smyrna. Our Camden Mayor has not posted the budget yet on the town website. Will someone have to file a FOI and pay for it so we can see it. Foreclosures, delinquint taxes, slow down in new home construction and existing home sales.

Go ahead if you lke. I have saved all the pages of this blog. I wish I could have done the same with the original Dissolve Camden board. This truely has been an eye opening experience of how Camden residents, Kent County and CR school district is being screwed by the town of Camden. Let me also add the State of Delaware to this.

From the past:
Nail on the head, baby, nail on the head. There was a study done by a professor at Penn State that proved that annexing property did nothing to improve the financial position of the municipality. Just the opposite, residents of the town end up with increased taxes to pay for the infrastructure that does not exist until all of the land is developed. By then it is too late to decrease taxes because the infrastructure has to be maintained. Hopefullly, this blog will generate some responses from some "NAMED" members of town council. Otherwise, the response from those who are in favor of this travesty are just antagonizers.

I am just not sure what good any of this is doing at this point. We have completely gotten off the topic of the Camden Comprehensive Plan, which is no longer much of an issue. THe Camden Comp Committee removed the developments east of Rt 13 from the annexation plan. The annexation plan includes farmland, and while it is still agressive, may never come to fruition for a long time.
I almost want to check into the Newszap policy to have my own topic removed since we are off topic.....

Transportation "Enhancement" plan that rewards commercial developers & Old Town Cronies with brick sidewalks with the Camden and State taxpayers money. Conveniently left out of this presentation is the % costs that have to be paid by the Town.

For those that think this board gets nothing done. It is sad that residents of Camden have to be watchdogs of its Mayor, Councilmen, and Code Enforcer. Looks like one of our councilmen finally had to do things the right way. It takes some nerve to almost double the size of your home right across the street from Town Hall slap on a second electric meter and rent it out. Then, not pay your real estate taxes.
