| I'am retired . This is suppose to be my time to enjoy life. I WORKED HARD ALL MY LIFE ,I WAS NEVER WITHOUT A JOB. Now I'm thinking I might have to find a job because the STATE ,COUNTY AND the townof Harrington want a share of my SS CHECK and I can't stretch it much more .I don't think we need new trash cans .Just get the one thats checking to see if our grass is cut to look a little more and fine the ones without trash cans,thats works for me. I have a long history with WA managemet and I assure you I am not their friend.
On the other hand, I have never tipped their workers at XMAS either. I have always been treated fairly and my containers have been handled properly by them during the past 6 years I have lived in Harrington. I have never lost a lid. My current container is at least 17 years old and has been handled by WA during that entire time.

| I also agree . I have always put lids on my trash can, but after having 2 of my glass lights broken due to the guys throwing them i dont like to put them on. I just do not understand why they have to throw our cans & lids. Can someone explain why they do this?

This is why we don't need new trash containers here in the City of Harrington, People can't afford them.
Del. jobless rate at 32-year high posted today in the news!

| I really don't think it's a waste of time to enforce city codes. Police sit in cars all over town waiting for speeders, when they can be moving and patroling and do the same thing, city maintance, could care less, they ride right by trash in the road that blew off a truck and keep on driving, instead of stopping and picking it up,and you call this a waste of there time. Give me a break, have you ever been to the back street shop and see what they do.They have time and Im sure the code inspector has time to enforce the code also, thats what he get paided to do isn't it?I have to totally agree with Sue on this one.

I totally agree with you pudge, I would rather see you have a steak every three months also. You have my vote, People in Harrington have enough fees already, why pay more for a trash container.

To the city of Harrington if your after our SS raise we get you had better get a lot faster . We got it at the first of the year and our medical Ins. took it right away.So we are still living on last years money with this years prices.So how important is it really that we have nice shiney and matching trash cans? On a scale of 1 to 10 We would say it dosen't even rate. SORRY I WOULD RATHER HAVE NICE STEAK EVERY THREE MONTHS pudge

Keep in mind that the increase for the containers is going to amount to about $10 a year (monthly = $0.83, quarterly = $2.50). I realize that it is still an increase, and I'm still not entirely convinced (but I'm close) that it is the best solution. However, if you read the newspapers and notice that most other municipalities here in Delaware are doing this.
Sue, you raise a good point about just making it a requirement to have garbage receptacles with lids and such. However, the problem comes down to compliance and enforcement. Do we really want to have the code enforcement officer or other city employee needing to basically waste time (and much more of our tax money) every Thursday (or whatever day the garbage contractor feels like picking up trash) to identify and issue citations to those who aren't using cans or who don't have lids?
Again, I'm not entirely convinced on this yet, but I think that it basically makes sense to move in this direction. I also think that council is being VERY short sighted by not including curbside recycling in the ordinance. They KNOW that it WILL be required in the foreseeable future, so WHY are they making the mistake of ignoring it now??

| I agree with the people that say there should be an ordinance requiring people to have lids and proper containers for their trash cans. Why should we have to pay for containers when we already have our own. In case you haven't kept up with the news, we are in a recession/depression. People have lost their jobs and are losing their homes at record paces. Why put an extra burden on people when they are hurting bad enough as it is. Everything is going up except for wages. GIVE US A BREAK!!!!

Yes, it would be nice. However, my trash cans no longer have lids since the refuse companies tend to toss them aside and the wind catches and blows them away, or they get dumped in the truck with the rest of the garbage leaving the cans useless when it comes to all the wild cats around town and racoons that tear open the bags. and distribute waste on the ground. So now I have to keep my trash in the garage, or constantly shovel up garbage.
Sorry, but for what we pay, we should have bulk pickup at least once a month for larger items like chairs etc...at our homes as well as a normal pickup once a week. We pay more for city services than the City of Dover, and they get much more.

Just to correct something I said in my previous posts. The FIRST reading of the new trash ordinance will be at the next council meeting on Monday, June 15. The public hearing will not be until after this first reading, which will be one of the July council meetings.
Sorry for any confusion that I may have caused on this. If this issue concerns you, then please mark your calendars and make the effort to show up for the public hearing to let the city council hear from those they are there to represent!

I understand the reason for new containers is so that everyone will use (approved) containers, instead of placing trashbags at the curb.
Good reason .... bad planning.
Simple fix. City ordinance requiring residents to place refuse at the curb in containers WITH lids. Council can determine minimum and maximum size containers (measured in liquid gallons).
Council MUST then direct the police department to enforce the city ordnance.
I am under the impression our police department prefers to enforce state law, over city ordnance e.g. noise issues.
If they cruised ALL OF THE CITY they could kill two birds with one stone. Refuse would be in containers, streets would be patrolled and city would get revenue from fines from tickets issued.
By golly, they could even ticket all those improper swimming pools that the city is always talking about.
Who knows, they might even bump into one of several cars that can be heard coming blocks away and put a stop to that also, using existing city ordinances.

When I heard about this proposal at the last city council meeting, I felt the same as you. I have trash containers that I bought and there's nothing wrong with them. It bothers me that I'm now going to have to pay extra for the container the city is going to provide me.
Unfortunately one of the other reasons for the city doing this is that there are still many residents here in Harrington who do not have or use trash containers. This presents problems in regards to public health (vermin and other feral animals ripping into the bags) as well as for the trash collector (and surrounding neighbors) if the trash is just put out to the curb.
I would strongly encourage you and anyone else to show up for the public hearing on the new trash ordinance. I believe that this will take place prior to the next scheduled city council meeting on June 15. Come and make your positions clear to the council.
While on the topic of trash collection though.... I would like to see others here in town speak their mind about the problem with the trash collection schedule. I expressed my concerns and opinion to the council at the last meeting because I felt it was absolutely ridiculous that the contractor seems to arbitrarily decide they don't want to pick up trash on the day of the week that they are supposed to PER THE CONTRACT!!

| Well here we go again, since the dust has settled in the new election and same people voted in and sworn in, it's back to the same old business of finding new ways to get more money out of the pockets of people that live in the city of harrington. wake up people of harrington, you have to let the city know, that you don't want new containers just to put trash in.I have containers already that work just fine, why do i need a new container to put trash in and pay a fee every week for, come on coucil gives us a break, PLEASE. We are not the city of dover and don't make the money like the people in dover do. If this continues you will have everyone in the city on food stamps and assistance if you continue, because of the continuing fees you inplant on us, GIVE US A BREAK PLEASE.
