| I believe the fee being charged by the company handling the Chesapeake bills goes back to Chesapeake - not every company using the bill pay service charges a fee to the customer. I like to have the bills debited directly from my checking account and do that with many bills. I decided not to with Chesapeake when I saw the fee. I still pay at the drive thru window.

They're probably going to raise our taxes anyway.
The electric rate went up because fuel prices went up, well... they're down now, where's the decrease?
And yes, first class stamp and a check for Ches and COD.

Not to be rude but I think you are missing the point. If the COD does like Ches. Util. then they will outsource that job to some other company and see absolute ZERO benefit. If they are doing it themselves and using their own software then that would be a fee but if it's a different company they will see no profit from the fee.
Look at chesapeake utilities you have to go to a different website to pay the bill and Ches. Util. does not see any of that fee.
So credit cards make it easier and quicker to get your payment but the COD and Ches. Util. outsource it, see no benefit at all, and that company charges a fee, in total of $6.
Maybe $6 doesn't seem like a lot but that's $72 a year for a fee to use your credit card and make things easier for everyone. Not to mention they wouldn't have to have as many people opening envelopes and can put them somewhere else, like on the phone because it takes 5-10 minutes to get through.
Just my two cents.

| There is no efficiency in having people pay bills by cash or checks. Some employee still has to open envelopes, complete deposit tickets, and ultimately take those items to a bank. Then maybe track down and collect from those who presented checks their banks would not honor, etc. Very shortsighted management that will not cheerfully pay the fees associated with accepting credit/debit card payments because there are efficiencies gained. The customers all pay the costs, and the cash/check customers have no idea how much, if any, they are paying. Maybe it actually saves them money.

I had to laugh at some of these comments, this is easy to understand. Do you want to pay the $6 fee or do you want to have your taxes raised? Who should pay the fee? The COD, ALL citizens in the community or the person who chooses to pay by credit card? I for one feel it should be whoever chooses to use a credit card for payment. Is it easier? YES Do I receive "points" for credit card purchases? YES Will I pay a $6 fee for using my credit card? NO Will it hurt the city if I pay by cash instead of credit card? NO
So it is simple math, unless you want taxes to go up some of these "fees" have to be covered by someone, charge the person using them.

Since they instituted the fee at CHPK, we make our payment at the drive up window. It's on my way to work so I don't waste gas, and they are paying the person at the window a lot more than the credit card fee to take my payment. It is estimated that the cost of processing a bill and payment in person actually costs a company $25 per total transaction.
They sure are saving money aren't they? Most of our bills are received electronically and paid electronically with the exeption of Chesepeake and Cavalier who charge a $3 fee to process electronically.

I couldn't agree more. CHPK doesn't want to pay the 3% credit card fees, so they outsourced their bill-pay system to a company that 'handles it' for them. This makes no sense, because as long as a stamp is less expensive, CHPK and Dover won't be saving any trees. This is a really bad idea also, because people still need to get paid to open the envelopes. So there is no real cost savings.

Instead, I feel like they are going to increase the number of those without heat or electricity this winter. There is a reason people use credit cards and it's convenience. I understand if it's a dollar but I think between the two it would be $6 and that's a lot to make it easier for everyone and pay with a credit card.

You Have Got To Be Kidding!
The CITY is going to charge SIX DOLLARS to accept an ONLINE electric payment?
And then they have the gall to say that the City WILL NOT ACCEPT card payments at the business office on Reed St.?
It will be a cold day down yonder when I pay them an additional six bucks for the privilege of paying my bill.
"Throw The BUMS Out" seems to now apply to both Congress and City Council.
