Discontinue all public assistance programs - no welfare, food stamps, Medicare, Medicaid, child care payments, etc. - IOW, anything not authorized by a Constitution or Charter - and we would governments more fiscally sound.
Of course, that starts with an informed electorate voting right minded folks in, and the whiners out. And, keeing it that way.

2 very good posts with a lot of good ideas.
When an entity starts giving money to the irresponsible, for bad behavior then it immediately creates the nightmare of what is going on today. FDR did us no favor with SS. LBJ did us no favor with medicare and the push for his " great society". This shifted the responsibilty from the person to the taxpayers.
I think that each and everyone who has paid into SS and medicare and disability (another scam) should be given back the monies they paid into it, and the programs dismantled. Before these things existed, people took care of their own and their neighbors. Bet that would go oner like a lead balloon with both so called parties- hmmmmm??

Could you imagine the cash flow ?
Delaware's debt could be cut in 1/2 . I see giving the non working dead beats a job in the division. Make them work
Then there's the child care that I'm paying with my taxes and don't have any children why not make the father watch them when the mother works and the mother watch them when the father works ? So what if they have to work different shifts
Hell that would even cut the budget in family court no more visitation issues
The ones who got away with in years past should have their bank accounts cleaned
Calf is going to offer some parents stay home and watch their own children and pay them for it

to save money ,don't they already pay them to take care of their kids ? welfare , foodstamps and medical coverage
Why ? They didn't have to have the kids ( no one force them to get pregnant )

I bet if I offered to give the Div. of Child Support Enforcement a cut of the past due child support owed to me, they would collect it.

Yea there one have the Division of Child support do their jobs , Make the the Absents parents pay !
Use retroactive laws to get dead beat dads and mothers from the past !
Cutting the welfare roles
Instead of paying prisoners to work the highways just to pay off fines , have them work for room and board .
Cutting the DOT and DOC budgets
Remove dead weight workers who think the state owes them the jobs keep the one who are working to make Delaware better for all
Cutting the payrole budget
Stop sending foster children to doctors they don't need to test over price medications.
Cutting the heath care budget
Stop hiring out side help when you have people who are trained to put data in to the computer system
cut out all the paid personal days ( if a state worker is sick or on vacation or if it's a paid holiday that is enough ) you don't much more.
Only use state fleet of cars when there is an emergency ( we have to use our cars when going to a job why should the workers .
Have office worker clean their own areas ( yes that means dust vacuum ans wipe down their own work stations
Cutting the cleaning budget
( Just the other day in a state building I notice some dead bug in a plastic pamphlet holder that was screwed to the wall , went to the window to tell the workers they needed to clean it out , and they said they would have let the cleaning person do it.
Well 20 min later cleaning person came in just dumped trash cans and left .
Bugs were still there nothing was said to them and today the same bugs are still there.
I don't carry a vacuum with a hose with me or I would clean it . There was one in this building storage room but not one of the state worker would use it and the cleaning lady must not think that is part of her job description

WILMINGTON -- Republican members of the House of Representatives voted as a bloc last night to stop proposed tax and fee increases on alcohol, tobacco, and alcohol licenses.
“I am proud that the members of the Republican caucus stuck together to stop these tax increases,” Republican State Chairman Tom Ross said. “These Democrat-proposed tax increases were regressive taxes that take more money out of people who are least likely to be able to afford them.”
Republican House Leader Cathcart said that “Trying to pass revenue bills in a piecemeal fashion is, quite frankly, a disservice to the taxpayers.”
Ross continued, “In the past months, we have seen numerous examples of egregious state spending that must be reduced before any tax increases are put on the table. I hope that after last night’s vote, the Governor will begin to work with the members of the Republican caucus in a good-faith effort to come up with some real solutions to our budget crisis, rather than ‘solving’ the problem on the backs of taxpayers and state employees.”
