I'm sorry for implying that the answers this person was getting were not valid. Your answers obviously were genuine but the three people who responded after the question seemed to just be making a big joke of a valid question.
I do think that the City of Milford is supposed to have an emergency response coordinator. I just thought this was being handled through MPD.

The incident at Caulk was what I was referring to in my last post, I'm a Hazwopper at Caulk, I was actually on the first team in the building after the fire company. There were a few different responders there, from DNREC to other fire companies and I thought it was well coordinated by the chief.

To an extent, there may be times a fire department is dispatched to assist another agency to provide support, and in that type of event the lead agency would still be in charge, while the chief would still be in charge over his equipment and manpower.
Now, that being said, if at some point during the "assist" something takes place that would change the scene to a fire/ems related incident, the chief could assume command of the situation.
Milford, protected by Carlisle Fire Co., is fortunate that you are served by a group of knowledgeable officers, and in any event are well capable of working with other agencies, as a few incidents this past year has shown, such as the pipe bomb incident on walnut St, and the HazMat incident @ Caulk.

| From my experience, when there is an incident, as soon as the Chief arrives it is his scene no matter who else is there.

| I think the emergency response is handled by the Milford Police Department. I'm not sure, but I think it may be Sgt. Huey. If you e-mail him, on http://www.cityofmilford.com, you may get a real answer and not a lot of retoric. Again, I'm not sure, but if you want information I think this is the person you should ask.

I don't think the person meant "prevent" as you are taking it. We all try to implement and take preventative measures to hopefully alleviate a potential dangerous situation.
I have grandchildren living with me our "preventative" measures included safety caps over electrical outlets and safety guards on cabinets and drawers.

Not sure Milford has a Disaster/Emergency Response Coordinator, and who that is if they do.
But, if they did, he would sure not be able to "Prevent" Emergency Situations, pretty sure we as a human race have not mastered preventing those situations, causing them yes. Besides, if they were all preventable, I may be out of a job.
I can however tell you what would most likely happen in that type of situation, each county has a 911 Center, on the Fire/EMS side in Kent it would be Kent Center, and Sussex County Emergency Operations Center in Sussex County. Given some type of major emergency, the Director of that given center (In Milford's case since Carlisle Fire Co. is based in Kent, it would be Kent Center) would keep watch of the incident at hand, and coordinate with the fire chief, and most likely the mayor. As for the emergencies, the fire department would handle anything related to fire/ems type incidents, such as in flooding situations Milford experienced earlier this year, they evacuated the employees out of the State Service Center when flood waters came into the building.
Not sure this is what you were looking for, but I do know in Sussex County we coordinate with the fire chief and mayor or other city official...
