So Buzz
Does this mean someone was tooting their own horn instead of whistle blowing?

In a 21 December 2005 Dover Post article, Ed Ryan's attorney gave this reason for Ryan's termination as Town Manager:"He was exposing governmental corruption and cronyism. He was reporting all sorts of things and starting to look under rocks, speaking out about these things that deal with fiscal affairs. That’s why he was fired," Neuberger said.
Now, in a 26 July 2006 News Journal article, the attorney gives a new reason:Ousted Cheswold Town Manager Edward J. Ryan Jr. has dropped his federal lawsuit against the town after a U.S. Supreme Court ruling that the First Amendment does not protect public employees who expose wrongdoing as part of their jobs.
However, his attorney said Tuesday that Ryan will sue the town in state court for breach of contract.
Breach of contract is not the same as government whistle blowing, so why has Neuberger changed his story and why should anyone believe it is any more credible than the old story?

Use common sense. Of course that wouldn't apply within reason.

| Untagged - tow? What if you are in the process of building a car. I help build drag cars and have never been told the car in my driveway has to be towed.

I HAVE NO IDEA BUT IF CARS ARE ON HIS PROPERTY NOT TAGGED THE CHESWOLD POLICE SHOULD BE TOWING THEM AWAY.

key word you missed is yet!
I didn't say a new secret law suit was lurking in the wind, I was reminding all that there is one more that will give the answer to where and when most of the town's trouble began and who were the main persons responsible.
Most already know the when ( 2003 to 2005)
Is it true the rumor about you being Peter ? if so you may wish to read section 4 of the towns charter and 6.4.3 also !
But I would be totally shocked if it you were for the Peter I knew would never be led by a nose ring ! He would admit he was wrong and try to do what was right ! or at least work with the council to help fix any deficiency that needed to be address.

Ahh yes two cases that were the slimmest have prevailed the one case that has the most merit then of the others ones has not come to light yet ( and it it is not the Ryan action will show the truth about what evil lurks with in the minds of others. Remember he Ryan was a paid employee and he can be sued privately for any actions that he personally caused harm Last edited on Sun Jul 30th, 2006 10:22 pm by Helen here

I just knew Candyman could not go a day without screwing something up! When asked by Miller for comments regarding the Vann situation he stated the situation "was a bag of worms" Now I ask you folks....Is that an appropriate remark for the mayor of a town who is being sued to make about the case???????????

Very interesting. You have never met Mr. Ryan and you know nothing about what he has accomplished, nothing about the circumstances of his contract, nothing about the legal theories of the case yet you claim Mr. Ryan will not be cast in a favorable light at trial. Well, my friend it will not be Mr. Ryan who is cast in a bad light but the Cheswold Town Counsel. Mr. Ryan is not my hero but I do think he got shafted and I would love to see him win his case based on the merits of his lawsuit.
Those of you who think other wise are going to be in for a total shock - and I'll leave it at that.

White Knight -- I am responding to the portions of your post that were dircted toward myself. You are nothing but a half-assed bully who likes to beat people, whose expressed views differ from your own, into submission with your surly remarks as to their background and intelligence level, which you really like to portray as being significantly beneath your own. You are wrong!
I can only guess as to why you are blindly standing out there essentially alone in your unending support and defense of Mr. Ryan, unless you are Mr. Ryan or somebody with a vested interest in the outcome of this case beyond that of an ordinary cheswold property owner/resident. You have missed the boat completely with your suggestion that I dislike Mr. Ryan. I have never talked to him, never been in his company at any time, and really have no axe to grind with him.
I also have no proof of any wrongdoing on his part, except for his entering into an employment agreement with cheswold for the town manager position, which may have been in violation of the town charter, and perhaps constituted an abuse of the public trust by him and two then-council members.
I reject your suggestion that I study world history or that of cheswold. The old saying you repeated is exactly that -- an old saying that has no relevance in the present circumstances. Concerning that, I am completely prepared to leave the law up to the lawyers, and recommend that you do the same. While you like to profess to be all-knowing, all-seeing, on every subject you appear to the remainder of the universe to be completely qualified to obtain a reflective white cane with a red tip.
I submit to this forum my opinion that Mr. Ryan, obtained $1,000 per week from the public funds as the town manager in return for having accomplished near nothing but to create trouble for town citizens and the town government which began with his entering into an employment agreement that the then-effective town charter prohibited him from doing. Because he was a council person up until that point in time, he knew of the charter prohibition and, with the then-mayor and then-treasurer, essentially thumbed their collective noses at the charter prohibition by executing the agreement.
I find it so very interesting that Mr. Ryan deems it appropriate to retain the services of a high-powered attorney in an effort to further enrich himself in resolving a problem that he was a central figure in creating for the town. You go right ahead and continue to support and defend your hero, Mr. Ryan. The decision rendered at trial may not cast such a favorable light on him. All the above is, of course, only my humble opioion.

Both of you are wishful thinking. I wonder why you dislike Mr. Ryan so much. I'll bet you never even have talked to him and I know you have no proof of any wrongdoing. So why don't you like him and why do you think he will lose his lawsuit. Observer, you apparently are not a student of history or you would never make such a uninformed statement that past history has nothing to do with the present. Past history has everything to do with the present. Study your history of the world and you will discover that fact.
Have you never heard the old saying "If you always do the things you always did then you will always get what you've always got." And there is the reason Cheswold will always lose their lawsuits. They always do what they have always done.
You sweeties better leave the law for the laywers. You both are making fools out of yourselves by giving opinions about something you know nothing about.
You must be two of the Renegades because those are the only people I have met who would like to see Mr. Ryan lose his case. All of the more educated people in town are pulling for Mr. Ryan.

White Knight -- It really doesn't matter that the cheswold fire company has not won its case in court. Your question as to why cheswold has never won a lawsuit is best answered in this manner: Historical performance should not be used as guidance for future results. Each case is unique, and the Ryan v town case is much different. The town will prevail in that case, hands down, thus the Ryan team offer to the town for a settlement.
Some people (non-residents of cheswold) are wishing that there was pari-mutuel betting permitted on the Ryan case. The town residents have already placed their bets. Some of those bets were taken under mis-management by the 2005 town council.
