The intent of the new rules was to define and set the regs for horse boarding.
Many of your ideas were hashed out over the years to where we are today.
The council is going to review the Camping and Fence issues seperately.

In following the discussion at the last meeting, and some of them on here..... I always hear a lot of "what if's...." ie.... examples of how people could take advantage of certain rules.
Couldn't the horse boarding regs simply be divided up by size?
ie.... facilities between 1 and 2 1/2 acres can have x horses, x trailers and no camping or whatever. (just an example)
facilities between 2 1/2 and 5 acres can have.....
facilities larger than 5 acres can have......
no boarding allowed on less than an acre.
This way, the smaller facilities, which have closer neighbors can only create x amount of noise, manure, etc.... while the bigger facilities, who likely have less neighbors, could have the freedom to do a little more...
Perhaps they could also have their own license that encompasses boarding, retail sales, space rental, camping, etc.... ie.... have the rules, but make it easier and attractive for horse folk...... reel in all the horse people leaving Scottsdale for Rio Verde, the ones leaving Gilbert for ______?? etc etc. Does that make any sense?
Just a cpl ideas. Feel free to shoot them down, expand on them, whatever.

While I am pleased with the results thus far, some of the side comments indicate the position of the council in terms of camping on site.
The main sticking point is camping on a 2.5 A parcel. While some may charge for camping on site, others simply want it to ensure that a caretaker or additional staff could stay on site during the winter.
With the CUP requirement gives the neighbors and community insight and input into the process. With a site plan the biz owner can demonstrate how they will place and locate RV services.
Keeping in mind that dedicated RV spaces will take up valuable space that could be used for stalls, sheds, pens, etc, it seems specious that just because a 2.5 A parcel can have camping they will put 15 camp trailers on the parcel come winter.
Long story short, if you are a winter visitor we'd love to have you back!
The council has made it clear that they are willing to work with the horse community and that they want the equistrian feel of AZ to remain in tact.

A positive move forward was made last night as most of the proposed regulations were passed through.
One statement made last night that I feel provided significant insight into the RV camping at boarding facilities is that the current RV campgrounds do not allow horse trailers to be parked on site.
As our horse owning winter visitors return they have to be provided a place for their horse trailer to keep them from going else where..

Tonight was the council work session and based on statements made during the session, there is still a significant threat to the horse community.
I strongly advise anyone that is concerned to contact the AJ City council and voice your opinion.

Hi Buck and Sherry. I am happy you found Apache Junction to come with your horses.
I hope that you continue to come and be with us. I have family from Missouri so I identified with you. I have lived in Apache Junction for almost 4 years now. This is the first place that I have ever lived that is so dependant on winter visitors. I had an uncle who had 2 horses so I have been around them some but that was many years ago.
Being a curious resident about all my neighbors, I had some questions about what was being requested and why. I found that when people tried to ask questions for general information, that they were accused of not wanting the changes. I believe in helping my neighbor. I will go out of my way to help the person especially if they take the time to just easily talk to me without thinkin I am trying to 'do them in'. Sometimes I think all of us get into our ruts with our own special interests.
It has gotten so that friends cannot go to the local Village Inn without being accused of being part of a "circle" that runs the city. I hope that this doesn't happen to you while you are here. I hope that you find that many of the residents would love to see the horsepeople ride their wonderful friends thru the town. I know that there has been talk of making sure there would be fresh water, shade, and a place to tie horse while visiting in the "town center". Many of us non horse people would love to see that.
When you come, talk to the residents who don't have horses. Get to know us. We would help make areas safe to ride. I know that some of the riders have gone thru private land. I think the horse people need to respect that too. Work together as friends, not adversaries. You have no idea of the people that would help you if people would soften their attitudes.
I am offering my hand in friendship to you. I hope you will help encourage others to show respect and help us understand. We want the animals to be safe. We want the businesses in our town to thrive even after you have left. It is difficult to make our ends meet when you leave town. Our stores cut down on hours for people to work. Our mortages, food costs, daycare for our children and the everyday needs do not change. Help us to help all of our neighbors by helping each other. Did you know that we haven't had to have city services cut like the rest of the communities around us and the State?

Next year will be my 4th. winter in Apache Junction, we enjoyed it so much the first year we bought a mobile home in a senior park and now spend 6 months in your town. As for the boarding of horses we board at an exceptional facility. Leaving our horse trailer their for use regularly taking rides out to many of the great trails. I have been following the problems in question and find it easy to understand some of the thoughts behind this process. Let me comment on some of them.
1. Horse trailer and living quarter trailers at the stables: Most snowbirds come down for two or three months and have all their equipment in the trailer and wish to stay where the horses are kept, most LQ trailers are very confortable for a month or two stay most have all the convences of home much like rv's. Most RV parks do not want horse trailer in their parks and rightfully so.
In our stable everything is kept very neat and orderly people taking care of their horses and going for rides.
I usually take two or three people in my trailer (not a living quarter unit) out on rides because their unit is set up for living and hard to move.
I have seen several people who start by visiting AJ and in a couple of years end up buying a unit some homes in AJ or Park mobile, moble homes of ect. still boarding at stables. If it were not for the riding and trails and mountains I don't think AJ would lure me like it does today.
I sure hope and pray the fathers of Apache Junction can bring these problems to a closing being the best for all. I believe God created the Superstitions Mountains, Apache Junction for horses and all the great people living and enjoying this well kept secret. Thanks for you consideration.

| My name is Buck Smith. My wife Sherry and I live in Missouri . For the past 2 winters weve spent Jan-Feb at Superstation stables in Apache Junction . We love the people , the weather , and also the riding thats available to us. Our basic living expence is about $ 50.00 per day just in Apache Junction alone not including outside the city. We would hate to see this lifestyle weve grown used to to be threatened by people that do not understand it My hope is you take a step back and look at big picture and see this as a growth industry and not as a threat

Ms Rizzi, Now that you have had your "learning" experience. What are YOUR views on this issue? And once again, everyone is in favor of the boarding stables, including the mayor and council. They are just not in favor of what goes with the stables. Have you had a chance to look over the "economic impact study" I directed you to?
You understand politics correct? At the last city council meeting, when they brought up item 12 from AM-6-08, and wanted to vote on this as a separate item, what did you think? Now Ms Rizzi, I'm looking for your views and/or opinion. If you give me an honest answer, from you, I will tell you what a law professor that specializes in administrative law told me.
