If you were to apply this logic to DE the rural areas would cease to exist because every resident has a town or city mailing address, the entire state of DE would be all towns and cities!

The city of Hartly is basically just main st. This encompasses a mere 100 people, yet there are over 2000 people who have Hartly listed as their primary address. Now this has always been done because the old goats who run the town (mayor and city counsel) don't want any fansy new fangled thoughts in the town, just keep things the way they have been for the past 100 years or so, but with time comes change. The city limits (for mail purposes) runs out 11 down to wrights cross roads, and out 44 to rt 8. The town charter only recognizes those who live on main st and about a 3 block radius as actual Hartly townspeople.
This travesty has gone on for far too long, and needs to be changed. Allow those on the outskirts who claim Hartly as their town of residence to run for city counsel and help the town move forward in to the 21st century.
